Since the first run of the series, the Time Variance Authority has always been a peculiar place being one beyond time and space. Those inside of it are all faithful to the organization and aside from the Time Keepers, there is one sentient being that they answer to: Miss Minutes. As Loki Season 2 unveils, is she an actual villain or just someone who answers to another?
Miss Minutes is an entity created by He Who Remains who stars in various propaganda videos in the TVA about its history and rules. She later becomes the face of the TVA or its mascot. Much like a walking dictionary, encyclopedia, and rulebook with everything concerning the TVA, Miss Minutes is, literally, the eyes and the ears everywhere of whoever she answers to.
As Loki Season 2 deals with the aftermath of Sylvie killing He Who Remains at the Citadel at the End of Time, the season starts with the TVA sans Miss Minutes who is missing in action. As per the TVA employees, Miss Minutes had gone rogue, leaving the TVA without a walking and talking guide. However, as the season unfolds, the true colors of Miss Minutes are starting to show.

Loki Season 2 Episode 3 titled 1893 brings everyone into the titular year. Miss Minutes and Ravonna Renslayer went to the past in 1868 where they drop off the TVA guidebook to the young Victor Timely. Miss Minutes and Renslayer appeared 1893 at the Chicago World's Fair and thereafter, Mobius and Loki arrives after they got a ping from the TemPad of Renslayer. As they travel to the past, Loki and Mobius witnesses Victor Timely presenting the prototype of the Temporal Loom. After being chased, Victor Timely turns Miss Minutes off after she confesses to him that she is in love with him. By the end of the episode, Miss Minutes reveals that she has Renslayer's secret.
To weigh, Miss Minutes is quite a character. Being a sentient A.I., for her to have feelings makes her nature questionable. Artificial intelligence are not supposed to have feelings, right? But for Miss Minutes, she does. She even professes her love for Victor Timely and asks him to make her a body.
If between a villain or a hero, Miss Minutes stands in between. Looking at what happened in Loki Season 2 Episode 3, Miss Minutes shows that she would side on whoever favors her desires. She could be a traitor but she could be your friend, too. Miss Minutes is two-faced!
